It is based on the Moomin series (Moomin Ikka) antagonistic force called Ice Lady. She appeared only in one episode, but her haunting woman voice did a big impression to viewers and haunted nightmares of many children. Nothing too impressive in grown-up standpoint except the music.
Here is the Scene where she appears in the anime:

Instead of action packed music, what you only hear is this haunting beautiful voice. For me this embodies the winter; beautiful, yet so treacherous.
This original song has a touching woman voice singing in northern way to imitate folk music singed by generations of people. Like music from a winter fantasy. Inspiring strings and other orchestral instruments have been added, such as oboe and flute. They sound magical with impressive singing.

The Lady of the Cold, also known as The Great Cold (Swedish: Isfrun or Den stora kölden, Finnish: Jäärouva) is a supernatural being appearing in Moominvalley in Moominland Midwinter. The Lady of the Cold is in many ways cold and winter anthropomorphized, having a mysterious and almost godlike presence. Every winter, she passes through Moominvalley, bringing icy cold temperatures with her. Her appearance is described as very beautiful, but if she looks someone in the eye, that person will instantly freeze to death. Making her similiar to mythological creatures such as sirens[1]. It is as such very important to stay indoors and keep warm the night she arrives.
